The Army Years
In October 1962, when President Kennedy addressed the nation with news that Russia installed ICBMs in Cuba, he immediately joined the Army and requested duty on a missile site. He got his wish.
After basic training at Ft. Gordon, he first joined the 4th Missile Battalion 61st ADA near Robins AFB as a launcher crewman. Shortly thereafter, he was assigned to the 2nd Missile Battalion 52nd ADA in
south Florida. He served with C Battery, Headquarters Battery, and B battery. Carter served in the 2nd 52nd until he was discharged from active duty in December 1965.
He remained in the Army for another twelve years, In 1973, he joined the 145th MEDEVAC Helicopter Battalion where he trained as a combat medic (91C).
The Middle Years
After his discharge from active duty in 1965, he remained in south Florida as a police officer after graduation from the Metro Dade Police Academy.
In 1967, he was hired by IBM to install the flight control computer, guidance computer, and gyros in the Saturn V. He participated in all of the Saturn V launches at Kennedy Space Center from 1967 - 1972.
In 1972, he relocated to Atlanta where he certified as a firefighter, paramedic, and police officer. He left public safety as Chief Deputy Sheriff of Gwinnett County, a suburb of Atlanta.
Charles worked for Xerox Corporation in Atlanta as a Senior Technical Representative from 1978 - 1984.
From 1989 - 1991, he served as the Special Assistant to the Secretary of State, the Honorable Max Clelend, former Congressman and Director of the Department of Veterans Administration.
The Current Years
Charles founded National Emergency Communications Institute (NECI). He continues to serve as
President and Chief Operation Officer.
In addition, he is a litigation consultant specializing in public safety lawsuits. He provides consulting services and expert witness testimony to law firms which represent plaintiffs and defendants.
Charles is married to Nancy Wood Carter. Nancy is the Chief Financial Officer of NECI. They spend their time traveling as part of their work.
